Bid More Work Without Adding Headcount

Why pursuit capacity is the constraint on growth, and how to raise it without hiring.

Ask a construction executive why the firm is not bidding more work and you will usually get one of two answers. Either there is not enough of the right work in the market, or there are not enough people to chase it. The second answer is the more common one, and it is the more interesting one, because a capacity problem has solutions and a market does not.

The default solution is to hire. That works. It is also slow, expensive, permanent, and increasingly difficult, because the people worth hiring are hard to find and every firm in your market is trying to hire them.

Why can't construction firms bid more work?

Ask a construction executive why the firm is not bidding more work and you will usually get one of two answers. Either there is not enough of the right work in the market, or there are not enough people to chase it.

The second answer is the more common one, and the more interesting one, because it is a capacity problem rather than a market problem. Capacity problems have solutions. Market conditions do not.

The default solution is to hire — add an estimator, a business development person, a proposal coordinator. That works. It is also slow, expensive, permanent, and increasingly difficult, because the people worth hiring are hard to find and every firm in your market is trying to hire them. There is another way to raise pursuit capacity: change how many hours a pursuit consumes in the first place.

What determines business development output in construction?

Business development output comes down to three numbers: pursuit volume — how many opportunities you actually bid in a year; selectivity — what share of those pursuits were winnable when you started them; and win rate — what share of the winnable ones you converted.

Most firms spend most of their improvement energy on the third number. Better proposals, better relationships, better pricing discipline. That work is worth doing, and it moves slowly, because win rate is largely a function of things outside your control on any given pursuit.

The first two numbers move faster, and they are where the capacity conversation lives. But raising pursuit volume on its own does not help. If you bid thirty percent more jobs at the same selectivity, you have bought thirty percent more preconstruction hours and the same mix of outcomes. You are busier and no better off. Volume without selectivity is just a more expensive way to lose.

The goal is to raise volume and selectivity at the same time. That combination is what actually changes the business, and it is the reason automation is a different lever than hiring.

What are the usual ways firms try to raise pursuit capacity?

Three responses, each with a real cost that does not always get counted.

Hire. Adds capacity linearly and permanently. A new estimator lets you bid more jobs, but the cost is fixed whether the market is up or down, the ramp is six to twelve months, and it does nothing for selectivity — you bid more of the same mix. In the current labor market it is also the answer you have the least control over, because you cannot hire someone who will not take the job.

Work harder. Adds capacity temporarily and costs you your best people eventually. Every firm has a preconstruction team that has absorbed more volume for two years running. It works until it does not, and the failure mode is turnover in exactly the roles that are hardest to replace.

Get more selective. The right instinct, usually implemented as a rule of thumb — do not chase anything under a certain size, do not chase a new owner, do not chase outside the usual radius. Rules of thumb are better than nothing. They are also blunt, and they reject winnable work along with the unwinnable kind.

None of these are wrong. They are just the only three options available when a pursuit costs a fixed number of human hours. The fourth option is to change that number.

Where do pursuit hours actually go?

Broken down, most pursuits contain seven kinds of work: finding (monitoring bid boards, jurisdictions, filings, and relationships), qualifying (researching the owner, the design team, the competition, and your own history with them), reading (working through the RFP, specification, drawings, and contract terms), deciding (the go/no-go call), estimating (takeoff, pricing, assumptions, scope), writing (the proposal and qualifications package), and following up.

The split matters more than the list. Finding, qualifying, and reading are retrieval work — locating and summarizing information that already exists somewhere. Deciding and estimating are judgment work — deciding what to do about it.

Retrieval work is what a capable system can now do at scale. Judgment work is what your people are for — and it is the work most of them do not currently have enough time to do properly.

What are the four bottlenecks in construction business development?

Discovery is capped by attention. A person can watch a handful of jurisdictions consistently; nobody can watch all of them. So the pipeline is shaped by what your team had time to look at, not by what exists in your market. And the pursuits you find on a bid board are the pursuits where you have the least advantage, because every competitor received them at the same moment. The earlier signals — permit filings, planning commission agendas, plat reviews, land transactions, local news — are all public. They are just spread across hundreds of sources, and reading them daily across every market is not a job a person can hold.

Qualification is skipped because it is expensive. Proper qualification means knowing the owner's history, who makes the decision, how they have awarded work before, who else is likely bidding, and how your firm is already connected to them. Done well, that is an afternoon of research per pursuit — and an afternoon per pursuit does not exist in the schedule. So qualification gets compressed into what somebody already happens to know, which is a reasonable adaptation to time pressure and a bad way to decide where to spend six weeks of preconstruction.

Reading is the largest hidden cost. Document volume in construction has grown steadily and nothing has made it faster to get through. Reading is pure retrieval — it produces no judgment on its own — yet it is the gate everything else waits behind, which is why bid day compresses and why the go/no-go decision so often happens on partial information. Systems that read documents at machine scale get through a full bid package in minutes rather than days, which is what moves this bottleneck.

Proposals compete with everything else. The proposal is the deliverable, and it is written last, by the people who are also carrying the estimate, usually against a deadline. Quality tracks with available time rather than with how much the job matters. The first draft is largely assembly — qualifications, past projects, approach language, team resumes, a structure matched to the owner's evaluation criteria — and almost all of it exists somewhere in the firm already. Recreating it under deadline pressure is the most expensive way to produce it.

What should never be automated in preconstruction?

This is worth saying plainly, because the vendor conversation usually skips it.

The go/no-go decision. A system can score a pursuit and explain the reasoning. It should not make the call. The call involves what the firm wants to become, which backlog it needs, and which relationships matter — none of which is in the documents.

The estimate. Takeoff and pricing carry the firm's risk. Assumptions belong to a person who can be asked to defend them.

The relationship. Nobody wins negotiated work because a system followed up on schedule. Getting in front of an owner early is a human advantage and always will be. What changes is whether your people have the time to do it.

The strategy of the proposal. The framing, the differentiators, the read on what this particular owner actually cares about. A system produces a strong first draft. It does not produce a point of view.

The goal is not fewer people in preconstruction. It is preconstruction people doing preconstruction work.

What changes when retrieval work comes off the team?

Three things, and the third matters most.

Volume goes up without cost going up. Discovery runs continuously across every market rather than the ones somebody had time for. Qualification happens on every opportunity rather than the ones where research was affordable. Documents get read on arrival rather than the weekend before bid day.

Selectivity goes up at the same time. This is the part hiring does not give you. When every pursuit is scored the same way, against the same factors, using your own history of what you have actually won, the mix improves. You skip more of the unwinnable work, which returns hours to the pursuits worth having.

Your judgment gets applied earlier. Today, on most pursuits, the experienced people arrive after the decision to chase has already effectively been made, because getting to that point consumed the available time. When the retrieval is already done, the senior read happens at the beginning — when it can still change the outcome.

The firm does not get faster at losing. It gets more selective about what it enters, and it enters more of it.
